Declara patrimonio cultural de la Nación el Festival Internacional de Cine de Cartagena de Indias. La República de Colombia rinde homenaje a Víctor Nieto y reconoce su aporte al cine nacional e iberoamericano y a la diversidad cultural. The Nation, through the Ministry of Culture, must support the Cartagena International Film Festival and related cultural values. The National Government is authorized to make budget allocations for specified commemorative and funding activities. This article says the law takes effect when it is published.
