Declara patrimonio cultural de la Nación el Festival Internacional de Cine de Cartagena de Indias.

ARTÍCULO 1o. Declárase Patrimonio Cultural de la Nación el Festival Internacional de Cine de Cartagena de Indias, que se celebra anualmente, desde 1960, en el Distrito Turístico y Cultural de Cartagena de Indias.

La República de Colombia rinde homenaje a Víctor Nieto y reconoce su aporte al cine nacional e iberoamericano y a la diversidad cultural.

ARTÍCULO 2o. La República de Colombia rinde homenaje al señor Víctor Nieto, fundador del Festival Internacional de Cine de Cartagena de Indias, y exalta su contribución al fortalecimiento de la industria cinematográfica nacional e iberoamericana, así como a la difusión de la diversidad cultural de la Nación.

§ 3oARTÍCULO 3o.Provision

ARTÍCULO 3o. La Nación, a través del Ministerio de Cultura, contribuirá al fomento, promoción, protección, conservación, divulgación, desarrollo y financiación del Festival Internacional de Cine de Cartagena de Indias y de los valores culturales que se originan alrededor de la cultura y la cinematografía. Con tal fin, autorícese al Gobierno Nacional para efectuar asignaciones presupuestales para la ejecución de las siguientes actividades: a) Elaboración de una placa especial conmemorativa en la sede principal del Festival. b) Elaboración de un retrato al óleo del fundador del Festival de Cine, señor Víctor Nieto, el cual instalará en el recinto o salón principal del Ministerio de Cultura. c) Inclusión en el Presupuesto General de la Nación de las partidas necesarias para cumplir con el objetivo de esta ley.
