Statute overview

About this statute

This text identifies Law 1617 of 2013, which sets out the regime for special districts and introduces the law’s structure. This article states that the law sets out the political, administrative, and fiscal rules for districts. Los distritos are subject to a special regime, and special rules prevail over ordinary municipal rules; where special rules do not regulate an issue, districts follow the rules for municipalities. The law applies to all districts except Bogotá. Los distritos deben ejercer sus competencias conforme a la Constitución, la ley y los principios aplicables, y acatar los postulados que rigen la función administrativa y la conducta de los servidores públicos. This article lists the district authorities responsible for the district government and administration, and identifies the district personería and comptroller’s office as oversight bodies.
