This text is the title and preamble of Law 1660 of 2013. It states that the law adds a paragraph to Article 3 of Law 923 of 2004 and addresses pension rules, housing and education incentives, and other provisions. Certain military and police personnel who were kidnapped while on duty can have the time they were disappeared or in captivity counted as double service time for retirement benefits or pension access. Certain public force members who were kidnapping victims and qualify for benefits under this law may give up that right if they choose. El sistema de tiempos dobles no puede pagarse en dinero, usarse para ascensos, ni contarse como salario o para liquidar prestaciones. El cómputo de tiempos dobles cesa cuando hay declaratoria judicial en firme de muerte presunta por desaparecimiento. Si no hay pruebas positivas de vida del secuestrado, la entidad o caja que reconoce la pensión o asignación puede iniciar esa acción judicial.
