Esta ley establece disposiciones penales y administrativas para sancionar la conducción bajo el influjo del alcohol u otras sustancias psicoactivas. This provision says the law is meant to establish criminal and administrative sanctions for driving under the influence of alcohol or other psychoactive substances. This article adds a new aggravating circumstance for negligent homicide: if the person was driving a motor vehicle with a blood alcohol level at or above grade 1, or under the influence of a drug or substance causing physical or mental dependence, and that was decisive for the conduct, the penalty increases. If a driving licence is suspended or cancelled, the driver must hand it over to the competent traffic authority, the resolution must expressly forbid driving, and after 25 years the driver may apply for a new licence. Conducir bajo el influjo del alcohol o de sustancias psicoactivas se sanciona con multas; para ciertos conductores, la multa y la suspensión de la licencia se duplican, y el vehículo se inmoviliza en casos de embriaguez o alcoholemia.
