La Nación se vincula a la conmemoración y rinde homenaje público a Mocoa por sus 450 años de fundación. Rinde homenaje y gratitud a la memoria del Capitán Gonzalo H. de Avendaño por fundar oficialmente la ciudad de San Miguel de Agreda de Mocoa. The provision formally recognizes the inhabitants of Mocoa and the municipality for their contributions and natural importance. The national government is authorized to allocate or channel budget funds for specified public-interest works in Mocoa.
