La Nación rinde honores al municipio de Villa de Leyva, Boyacá, por la conmemoración del Bicentenario del Primer Congreso de las Provincias Unidas de la Nueva Granada. Autoriza al Gobierno Nacional a incluir o impulsar apropiaciones para financiar varias obras públicas en Villa de Leyva. The Nation, Boyacá, and Villa de Leyva may enter interadministrative agreements, and they must make the budget appropriations needed to do so. Esta disposición indica que la ley entra en vigor desde su promulgación.
