El Gobierno nacional recibe autorización adicional por US$13.000 millones, o su equivalente, para celebrar crédito público externo, interno y operaciones similares. Se amplían en US$ 4.500.000.000, o su equivalente en otras monedas, las autorizaciones otorgadas al Gobierno nacional. Autoriza al Ministerio de Hacienda y Crédito Público a emitir TES Clase B hasta por $500.000 millones para atender la eventual liquidación de Caprecom.
