The law says abandoned account balances held by financial institutions are to be used to fund an Icetex-administered fund for study loans and loans to support higher-education quality. This article defines when a checking or savings account is considered abandoned: no qualifying account movement for 3 uninterrupted years, subject to listed exceptions. Las entidades tenedoras deben transferir al Icetex los saldos de cuentas de ahorro o corrientes abandonadas que superen 322 UVR, y el Gobierno nacional e Icetex deben reglamentar y administrar el proceso. Las entidades financieras deben enviar listados de cuentas abandonadas e informar sobre el traslado de recursos; el Icetex fija las condiciones y la periodicidad dentro de 3 meses.
