Las instituciones de educación superior may create spin-off companies, and certain public teacher/research staff may join or create them, subject to the stated conditions. Docentes o investigadores que formen parte de una Spin-Off pueden participar en los beneficios económicos; esa participación no cuenta como factor salarial ni como doble asignación del tesoro público. Las IES may create a fund to promote science, technology and innovation activities when spin-off companies are based on publicly funded results; in that case, the spin-off companies must return an agreed percentage and contribution period to the relevant IES.
