The named national and regional public bodies must help promote, protect, preserve, study, develop, and fund the genetic and cultural values surrounding the Colombian Paso Fino horse. El Ministerio de Agricultura y Desarrollo Rural puede delegar ciertas funciones sobre el libro genealógico, los certificados de registro y la representación de la raza de caballo de paso fino colombiano. El Ministerio de Cultura debe tomar medidas para declarar esa raza y sus tradiciones como de interés cultural. This provision declares the Colombian Paso Fino horse breed as an Official Colombian Race and the Nation’s Genetic Heritage.

ARTÍCULO 1o. OBJETO. La presente ley tiene como objeto declarar como Raza Oficial Colombiana y Patrimonio Genético de la Nación, a la Raza del Caballo de Paso Fino Colombiano, autóctona y trasfronteriza, con el fin de exaltar su existencia, salvaguardar su genética y protegerla como raza desarrollada en Colombia por colombianos.

§ 2oARTÍCULO 2o.Provision

The named national and regional public bodies must help promote, protect, preserve, study, develop, and fund the genetic and cultural values surrounding the Colombian Paso Fino horse.

ARTÍCULO 2o. La Nación a través del Ministerio de Agricultura y Desarrollo Rural, Instituto Colombiano Agropecuario (ICA), Corpoica, Ministerio de Cultura y Coldeportes, así como todos los entes equivalentes del resorte regional, departamental y municipal, contribuirán al fomento, promoción, protección, conservación, divulgación, investigación, desarrollo y financiación de los valores genéticos y culturales que se originen alrededor del Caballo de Paso Fino Colombiano.

§ 3oARTÍCULO 3o.Provision

ARTÍCULO 3o. El Ministerio de Agricultura y Desarrollo Rural podrá delegar a la entidad federada, con mayor conocimiento, experiencia trayectoria y representatividad a nivel nacional de la raza, para llevar el libro genealógico, expedir el certificado de Registro de cada ejemplar y para ejercer la representación de esta Raza del Caballo de Paso Fino Colombiano y su carácter de Patrimonio Genético y Cultural de la Nación. El Ministerio de Cultura tomará las medidas pertinentes para declarar de interés cultural la raza autóctona de caballo de paso fino colombiano, así como las manifestaciones y tradiciones culturales relacionadas con la misma.

The Ministry of Agriculture and Rural Development may delegate to a federated entity the power to certify breed characteristics, identify ownership, and issue individual registration certificates for the Colombian Paso Fino horse.

ARTÍCULO 4o. El Ministerio de Agricultura y Desarrollo Rural podrá delegar a la entidad federada, con mayor conocimiento, experiencia, trayectoria y representatividad a nivel nacional de la raza, la facultad de certificar las características e indicar la propiedad de cada ejemplar de la raza del Caballo de Paso Fino Colombiano y expedir los Certificados de Registro individuales que serán indicativos del título de propiedad, y prueba para efectos patrimoniales y comerciales dentro del territorio nacional o en caso de exportación al exterior, y para ejercer el correspondiente control de la raza.
