This article replaces Criminal Code article 386 and punishes anyone who, by deceitful maneuver, disrupts or prevents a public vote, the count, or a town hall meeting. Prohibits threatening, pressuring, or blocking a voter to influence support or voting, and sets prison and fine penalties. This article defines fraud against a voter and sets prison and fine penalties, with higher penalties for public servants and for conduct linked to threats involving public services or state benefits. Prohibits fraudulent voter-registration of identity documents or cédulas in a different locality from where a person was born or lives, and sets prison and fine penalties.
