This preamble says the Convention is intended to strengthen international cooperation against cybercrime while respecting human rights, privacy, and the use of electronic evidence. This article defines key terms used in the convention, including computer system, computer data, service provider, and traffic data. Each Party must adopt laws or other necessary measures to make deliberate, unlawful access to all or part of a computer system a crime. Each Party must criminalize deliberate, unlawful technical interception of computer data in non-public transmissions.
