This is the preamble of Law 1961 of 2019, which says it establishes a transitional regime and other provisions, including an amnesty for Colombians who have not defined their military status. This article gives certain Colombian infractors a full fine waiver, exempts them from the military compensation fee, and sets a reduced administrative charge for the reservist card. It also assigns reporting, promotion, and outreach duties to defense and recruitment authorities. Los medios de comunicación públicos deben dar prioridad a difundir información sobre reclutamiento, control de reservas y movilización, especialmente en horas de máxima audiencia. This article temporarily changes a military-status rule for certain Colombian men and Colombians abroad, and sets a fee-based process for regularizing military status. This article says the law takes effect when it is promulgated and repeals any conflicting rules.
