This is the preamble/title of Law 2108 of 2021, which describes the law as making internet an essential and universal public service and amending Law 1341 of 2009. This provision says internet access in telecommunications services is to be treated as an essential service. It adds a principle saying State intervention in the ICT sector should aim at universal service for information and communications technologies. This provision adds a second paragraph to Article 38 of Law 1341 of 2009 on expanding TIC use and closing the digital divide. Internet access is treated as an essential public service, so telecom network and service providers must not stop the installation, maintenance, or adaptation work needed to operate it and must keep the service continuously available.
