This law establishes a special regime for border departments, municipalities, and non-municipalized border areas. La ley busca promover el desarrollo integral de las zonas de frontera y pide a los gobiernos fronterizos formular, implementar y evaluar políticas públicas; además, el Gobierno nacional debe expedir normas específicas para proteger a los grupos étnicos en esos territorios. This article defines several border-related terms used by the law, including CENAF, CEBAF, frontier-development planning components, border departments, border-crossing authorization, and special border intervention zones. This article says the law applies in frontier departments, municipalities, and non-municipalized frontier areas declared as frontier zones. This article requires the Ministry of Finance and DIAN to jointly assess, within 12 months, whether new special customs zones can be established.
