Se elimina el impuesto de timbre para ciertos trámites consulares fuera del territorio nacional, con una excepción para las visas. El Ministerio de Relaciones Exteriores debe tomar medidas para informar clara y oportunamente la fecha desde la cual los funcionarios diplomáticos y consulares y la diáspora nacional podrán acceder a trámites y servicios consulares sin el gravamen mencionado. This article says the law takes effect when it is published and repeals articles 525 and 550 of the National Tax Statute.
