This law creates a legal exemption from paying the fees for the Saber 11 state exam. This article creates an exemption from paying the Saber 11 exam fees for victims of violence. Certain registered Saber 11 exam takers under 21 who are in the victims registry and in Sisbén IV groups A, B, or C are exempt from 100% of the exam fee. La Unidad para la Atención y Reparación Integral a las Víctimas debe entregar información sobre los potenciales beneficiarios de la exención al Ministerio de Educación Nacional y al Icfes, coordinándose con el DNP sobre el Sisbén y usando datos del SIMAT. El Gobierno nacional debe reglamentar la operación de esta ley; el Icfes no puede usarla para subir la tarifa del Saber 11 a estudiantes de colegios públicos; y el Gobierno debe asegurar recursos para implementarla.
