El subsidio en especie de vivienda puede asignarse a personas que cumplan criterios de priorización; el DPS y otras autoridades deben preparar listados y, en ciertos casos, hacer sorteo o revocar la asignación. El Ministerio de Vivienda, Ciudad y Territorio y el DPS deben reglamentar en seis meses la aplicación del criterio preferente de acceso y su focalización; después de ese plazo, el Gobierno nacional conserva la facultad reglamentaria.
