The article ratifies the San Andrés free port, allows foreign goods and services to enter, and sets a maximum 10% unique consumption tax while excluding certain prohibited items. Comerciantes establecidos en el Archipiélago may send certain online or other non-face-to-face sales to the rest of the national customs territory, using electronic purchase invoices and non-commercial quantities. This provision sets a limit for what counts as non-commercial quantities: up to 10 units of the same class, sold to the same buyer in one day. Products manufactured, made, or assembled in the Archipiélago of San Andrés, Providencia y Santa Catalina are exempt from 100% of taxes.
