This law promotes food donation, food security, and the goal of “Hambre Cero” in Colombia. This article states that the law’s purpose is to promote donation of food fit for human consumption to certain food banks and food-bank associations. The article lets taxpayers claim a tax discount for qualifying food, hygiene, and cleaning donations, and carry any unused benefit forward for up to four later taxable periods. This provision changes tax article 424 so that donated food fit for human consumption, and hygiene and cleaning goods, fall within the listed treatment when given to qualifying food banks. The national, departmental, district, and municipal governments may create food banks or work with existing ones to reduce food loss and waste.
