This preamble says the rules are meant to require asylum seekers to do tasks at the accommodation site and take part in relevant teaching and activation. Section 31 defines key terms used in the regulation, including categories of foreigners, phases of the asylum process, accommodation sites, operators, and asylum-seeker children. 16-year-old asylum-seeking children in a reception centre must attend specified instruction, and the reception-centre operator must promptly tell another asylum-centre operator whether the instruction has been completed or must continue after a move.
