This provision says the toy safety order applies to toys for children under 14, with listed exclusions, defines key terms, and places safety and documentation obligations on manufacturers. Fabrikanten, importøren og distributøren har forskellige pligter for legetøjsprodukter, bl.a. om teknisk dokumentation, mærkning, dansk vejledning og hurtig reaktion ved manglende overensstemmelse eller risiko. Distributors must act quickly if a toy product is non-compliant or risky, including notifying the authority and the manufacturer/importer, and businesses must be able to identify trading partners for 10 years. CE-marking may be applied when conformity assessment shows the essential safety requirements are met. Reglerne kræver bl.a. CE-mærkning, sikkerhedsvurdering og visse overensstemmelsesprocedurer for legetøjsprodukter.
