This preamble states that the Minister of Children and Education organizes vocational education and has powers to approve new programs, end programs, and set general rules. The Minister for Children and Education may set rules for individual education programmes, including pathways mentioned in § 33 a. Section 38 lets the minister set rules on vocational education admissions, content, and school coordination, and requires schools to admit entitled applicants. The minister may set subsidy rules, and schools must provide necessary teaching materials free of charge, allow some paid excursions only within the stated limits, and offer alternative teaching when students do not join higher-fee excursions. A school offering vocational education may charge fees for participation in teaching, but only if it does not receive the same state subsidy as approved institutions.
