Kommunen skal henvise borgere med behov for mere detaljeret vejledning om visse ydelser til Udbetaling Danmark og yde bistand til fremmødte borgere, der ikke kan bruge digitale vejledninger og selvbetjeningsløsninger. Kommunen must help certain vulnerable citizens apply to Udbetaling Danmark, and benefit recipients must report changes that may affect payments. Bestemmelserne pålægger bl.a. visse pensionsinstitutter at tilmelde sig en udsøgningsordning og giver regler om digital kommunikation, tilsyn, oplysningsindhentning, straf og administration af Udbetaling Danmark. Udbetaling Danmarks bestyrelse kan opkræve ekstraordinære bidrag fra kommunerne, hvis administrationsbidraget ikke dækker udgifterne til administrationen.
