Section 80 says the health minister can set rules, municipalities must handle health-card applications and issuance, and patients generally need informed consent before treatment. Section 16 sets rules for informed consent, patient information, minors, and when treatment may proceed without consent. Section 20 sets rules for patient self-determination in special cases, including when healthcare professionals may or may not stop treatment and when treatment wills apply. Patients can decide that their biological material and related genetic information may only be used for their treatment and directly related purposes; they can also withdraw that decision.
