This provision states who has the right to vote in municipal and regional council elections, when the minister may make an agreement with another country, and that no one may vote unless registered on the electoral roll. Ministeren kan under gensidighed indgå aftale med et andet land og skal derefter fastsætte bopælskravet for valgbarhed senest 10 uger før valgdagen. Visse personer er ikke valgbare på grund af straf, med forbehold for stk. 3 og 4. Section 126 sets rules for voter lists, election cards, candidate nomination, and election administration, including several deadlines and conditions. Section 80 sets rules for election boards, poll workers, candidate lists, meeting records, and meeting attendance, including minimum/maximum member counts and who must do what. Ingen må give, love eller tilbyde en økonomisk fordel for at påvirke en person til at underskrive eller trække en underskrift som stiller tilbage.
