The minister sets up and regulates the vocational education system, may approve new programmes and close programmes, and some parts of the law are linked to other amendments and a stated commencement date for § 29 c. The Minister for Children and Education may set rules for individual education programmes, including the pathways mentioned in section 33a. Section 38 gives the education minister power to set rules on vocational training quality, admissions, course structure, and funding, and requires schools to admit eligible applicants. Schools may charge certain excursion fees, but teaching materials needed for instruction must be provided free, and the minister has rule-making powers on subsidies and related matters. A vocational school may charge tuition for participation in teaching if it does not receive the same state subsidy as certain approved institutions.
