Ministeren kan fastsætte regler om flere dele af kompensationsordningen og andre elregler, og ministeren skal udarbejde et slutregnskab; elproduktion over 25 MW kræver bevilling, med mulighed for midlertidig tilladelse i særlige tilfælde. Ministeren kan give tilladelser og fastsætte regler for elproduktion og elnet, og visse anlæg kræver forudgående tilladelse. Netvirksomheder and related electricity supply companies must follow rules on governance, market-based procurement, documentation, separation of activities, and licence capacity; the minister and Forsyningstilsynet have rule-making powers. Several energy-sector companies must pay regulatory and supervisory costs, and the minister may set rules for payment and collection.
