This provision says the Payment Services Act applies to electronic money issuers, payment service providers, and payment recipients, subject to later subsections. This section limits which parts of the act apply to certain foreign branches, agents, and cross-border services in Denmark, with specific exceptions. Erhvervsministeren kan give dispensation og fastsætte supplerende regler for visse tjenester, betalingsinstrumenter og betalingstransaktioner. Elektroniske penge må kun udstedes i Danmark af bestemte godkendte virksomheder og offentlige aktører. Payment services may only be offered in this country by certain authorised firms, banks, the central bank, and public authorities; firms with limited authorisation are also mentioned. This section sets the cross-border scope of Chapters 5–8 for certain payment transactions and lists an exception for cash-only payments directly from payer to payee.
