This preamble says the health law sets rules for the health service, including non-discrimination, patient access, and organization of care. Reglen gives ministeren og myndighederne bevoegdhed til at fastsætte og administrere regler om sundhedskort og ydelser, og den giver visse søfarende ret til ydelser samt kræver informeret samtykke før behandling. Patients have rights to information and, from age 15, can consent to treatment themselves; health professionals must give tailored information, and the minister may set detailed rules. Section 20 sets rules for patient self-determination in special medical situations, including blood refusal, hunger strikes, life-sustaining treatment, treatment testaments, restraint, and reporting. Patients can decide how certain biological material and related genetic information may be used, and they can register, withdraw, destroy, or request delivery of that material, subject to stated exceptions.
