This text is the preamble to the roads act and sets out the law’s purpose, scope, definitions, and key administrative rules for road planning and environmental assessment. Section 41 sets rules for road-building lines, notice to the road authority, publication and registration duties, and the owner's right to seek takeover with compensation in some cases. Regulates road access, compensation, and authority powers for state-road cases and related access changes. Existing access roads may only be used by the properties they were established for, unless the road authority permits otherwise. The road authority must publish proposed access rules, notify affected property owners and users, and give at least 12 weeks for comments and objections. Several authorities also have power to set access restrictions for state roads and certain municipal roads.
