Bekendtgørelsen says it implements parts of the EU drinking water directive and sets rules for handling permit cases about water extraction and water supply; if a case handled by one municipal council affects water supply in another municipality, the councils must negotiate. If the two municipal councils do not agree during the negotiations, the cases are decided under the Act. Kommunalbestyrelsen afgør sager om tilladelse til vandindvinding og tilhørende anlæg. I nogle sager kan den først give en foreløbig tilladelse og bede om flere oplysninger, men den kan også give endelig tilladelse med det samme, hvis sagen kan bedømmes nu. Kommunalbestyrelsen skal indhente udtalelser, give offentlighed mulighed for indsigelser i visse sager og fastsætte/tage stilling til flere vilkår ved vandindvindingstilladelser.
