This provision explains the purpose of the social supervision law and who is responsible for supervising certain services and offers. Socialtilsynet must approve and supervise certain offers and foster families, and can set conditions, inspect them, and take action if quality or approval requirements are not met. Socialtilsynet may request extra information, and several covered providers must supply information, obtain criminal record certificates before hiring, and comply with budget and reporting checks. Children under 18 may not be used as interpreters in oral communication with public authorities or public-task private providers, except for unproblematic matters. Socialtilsynet must cooperate with other authorities, register certain information on Tilbudsportalen, and follow ministerial rules on reporting and financing; the text also sets fee and funding rules and several commencement provisions.
