عقد اشتراك التليفون يمنح المشترك وأسرته ومستخدميه حق استعمال التليفون، لكنه يفرض على المشترك عدم السماح لغيرهم بالاستعمال إلا بتصريح كتابي، وعدم التنازل عن الاشتراك إلا وفق لوائح الهيئة.
