Statute overview

About this statute

Toda persona tiene derecho a la libertad de pensamiento, de conciencia y de religión, including the freedom to adopt or manifest religion or beliefs; coercive measures may not be used to undermine that freedom. The provision protects freedom of expression and bars interference because of opinions, while allowing law-based restrictions that are necessary for listed purposes. People deprived of liberty must be treated humanely and with respect for human dignity, and certain detainees and minors must be kept separate from adults or convicted persons. No one may be imprisoned just because they cannot perform a contractual obligation. People lawfully in a state have the right to move freely and choose their residence there, everyone has the right to leave any country, and no one may be arbitrarily denied entry to their own country.
