The State recognizes all Sundays as holidays. La Santa Sede may issue and publish Church-government provisions freely and communicate without impediment with prelates, clergy, and the faithful; the same applies in the other direction, and ecclesiastical authorities have the same faculties with respect to clergy and their faithful. The State must recognize and guarantee religious assistance for detained people in prisons, hospitals, sanatoriums, orphanages, and similar centers, and public centers must have the Catholic religious-care regime and pastoral activity regulated by agreement between Church and State authorities.
