La Administración debe iniciar los trámites para que los trabajos comiencen dentro de 12 meses desde la inscripción de la reserva; puede ampliarse 6 meses si la adjudicación es por concurso público o consorcio. El concurso público debe convocarse dentro de plazos breves: en general, en menos de tres meses desde que lo pida un interesado; si se levanta una zona de reserva a favor del Estado, la Administración debe convocarlo en seis meses desde que el terreno se declare franco. Applications for an investigation permit for resources in sections C) or D) must be resolved within eight months of definitive admission; if there is no agreement after that, the applicant may ask the Administration to issue an express decision within two months, and any final decision must be reasoned.
