Detained persons and prisoners are admitted only by order of the competent authority or judicial body; the establishment director must release detainees after 72 hours if no judicial prison order arrives. If an incoming prisoner or detainee is placed in isolation, they are to be identified and medically examined, then placed in the cell the Director assigns, and visits are limited to the doctor, designated staff, and people expressly authorized by the judicial body. Detained persons and prisoners who are classified as extremely dangerous or unsuitable for the ordinary preventive-sections regime must be placed in special departments with a regime similar to closed-regime prison sections. A competent judicial authority may order the release of detainees and prisoners, and the establishment director must carry out the release process and provide the person with a certificate and travel arrangements.
