Los actos y resoluciones del Presidente del Instituto Nacional de Investigación y Tecnología Agraria y Alimentaria dictados en el ejercicio de sus funciones ponen fin a la vía administrativa. El Presidente del organismo puede designar a un miembro concreto del Consejo Rector para sustituirle cuando haya ausencia, vacante o enfermedad. El Director del INIA es nombrado por el Ministerio de Ciencia e Innovación, y tiene varias funciones de dirección, gestión y representación interna del organismo.
