This article says the law’s purpose is to speed up the Zaragoza Logistics Platform project and its construction, and to regulate its promotion, operation, and conservation. The Government of Aragón must promote collaboration on the Zaragoza Logistics Platform project and may sign collaboration agreements. The Autonomous Community administration may execute the project through urban agreements or other urban-planning systems, and if the urbanization concession system is used, the competent department has the public powers. La delimitación del ámbito de la Plataforma Logística declara la utilidad pública e interés social para expropiar los bienes y derechos afectados. PLA-ZA is entitled to be the beneficiary of the expropriations needed for the logistics platform, under compulsory expropriation law conditions.
