El Parlamento de La Rioja puede aprobar el Plan Director de Cooperación y designar a ciertos vocales del Consejo Regional de Cooperación; además, debe recibir información anual del Gobierno sobre proyectos, resultados e informes de ese consejo. The Government of La Rioja sets and directs the Riojan development cooperation policy, carries out direct cooperation, and handles the director and annual cooperation plans. La Rioja must promote coordination and collaboration on development cooperation, and the regional community must take part in national or international cooperation forums within its powers. This article says Rioja development cooperation is carried out directly by the Government and local authorities, and indirectly through certain NGOs and public or private entities that meet stated conditions. La Rioja public administrations must act in specified areas covering development, humanitarian aid, education, awareness, and advocacy against impoverishment.
