Local corporation members may attend sessions remotely by telematic means if the conditions in Article 46.3 are met. The Government of La Rioja must help municipalities with resources, and municipalities must adopt measures to make telematic participation and voting effective. Teletmatic voting is allowed for local councillors only in specific cases that prevent in-person attendance, and the councillor must ask the meeting chair for authorization. Las entidades locales may enter cooperation agreements with La Rioja, and the parties may use those agreements to coordinate policies, carry out works or services, share facilities, transfer use of assets, and adopt similar measures. The formal document for a cooperation agreement must state the parties, each administration’s powers, funding, cooperation mechanisms, parties’ rights and obligations, the term, and how conflicts, notice, and termination will be handled. Each agreement must also include a supporting memorandum. Local entities may request information held by the Rioja regional administration, and the administration must facilitate access for their representatives to certain administrative planning, programming, and management information.
