Statute overview

About this statute

When a municipality is split to create a new municipality, the affected municipalities keep the same number of councillors until the new councils are formed. If a new municipality is created by merging two or more neighboring municipalities, all mayors and councillors cease and the provincial council appoints a managing commission. Changes to municipal boundaries do not change the number of council seats until the next municipal elections. Las personas que presiden o integran las vocalías de estas comisiones gestoras tienen los mismos derechos y obligaciones que la alcaldía y las concejalías en el régimen local. When a new municipality is created, the provincial council must provide mandatory public services and represent the municipality on urgent matters until its managing commission is formed.
