Serious and very serious infringements may lead to non-monetary sanctions such as suspension of licences or permits, or suspension/prohibition of public shows or recreational activities. Sanctions must be proportionate and graded by listed factors; the criteria are not used again if they already increased the infringement’s seriousness. This article sets how long imposed sanctions remain enforceable before they prescribe: 1 year for minor infringements, 2 years for serious infringements, and 3 years for very serious infringements. If sanctioned conduct causes damage to the Public Administration, the procedure must expressly state how the offender must restore the situation or, if restoration is not possible, pay compensation for the damage. Sanctioning proceedings under this law must follow the procedure in Royal Decree 1398/1993 and respect the principles in Title IX of Law 30/1992; the simplified procedure in Chapter V of that law does not apply.
