La Oficina de la Conferencia de Presidentes debe prestar apoyo técnico y administrativo; el Secretario General puede asistir a reuniones sin voto y debe redactar las actas. The Regulation may be modified only by unanimous agreement of the Conference members. The Conference of Presidents is the main political cooperation body between the Government of Spain and the autonomous communities and Ceuta and Melilla, and it and its members must act with institutional loyalty. La Conferencia debe debatir, impulsar, acordar y evaluar varias funciones de cooperación y funcionamiento interno. La Conferencia de Presidentes se compone del Presidente del Gobierno, los presidentes autonómicos y de Ceuta y Melilla; participan también el ministro competente en cooperación territorial y el Secretario General, ambos con voz pero sin voto.
