The text of the Additional Protocol is attached to this Decision. Article 2 The President of the Council is hereby authorised to designate the person(s) empowered to sign the Additional Protocol on behalf of the Union and its Member States and to proceed, on behalf of the Union and its Member States, to give the notifications referred to in Article 9 of the Additional Protocol regarding completion of the internal procedures for signature and provisional application. Article 3 The Additional Protocol shall be applied on a provisional basis with effect from 1 July 2013, in accordance with Article 9(2) and (3) thereof, pending the completion of the procedures for its conclusion.
