This directive amends EU water rules by tightening and updating pollutant standards, monitoring, reporting, and delegated powers for the Commission. This provision strengthens EU water rules on monitoring, pollution control, public access to justice, and Commission powers to adopt implementing and delegated acts. The Commission, Member States and ECHA must carry out monitoring, reporting, review and update steps for groundwater and surface-water pollution controls, including watch lists, threshold values and quality standards. The Commission can set and update a watch list of substances, and Member States must monitor listed substances and report the results. Member States must apply groundwater quality standards, usually 1 μg/l, with a possible evidence-based standard up to 5 μg/l, and must keep combined nrM concentrations within stated caps.
