| Official Journal of the European Union | EN L series ---|---|--- * * * | 2025/933 | 20.5.2025 ---|---|--- COUNCIL IMPLEMENTING REGULATION (EU) 2025/933 of 20 May 2025 implementing Regulation (EU) No 269/2014 concerning restrictive measures in respect of actions undermining or threatening the territorial integrity, sovereignty and independence of Ukraine THE COUNCIL OF THE EUROPEAN UNION, Having regard to the Treaty on the Functioning of the European Union, Having regard to Council Regulation (EU) No 269/2014 of 17 March 2014 concerning restrictive measures in respect of actions undermining or threatening the territorial integrity, sovereignty and independence of Ukraine (1), and in particular Article 14(1) thereof, Having regard to the proposal from the High Representative of the Union for Foreign Affairs and Security Policy, Whereas: (1) | On 17 March 2014, the Council adopted Regulation (EU) No 269/2014. ---|--- (2) | In its conclusions of 19 December 2024, the European Council reiterated its resolute condemnation of Russia’s war of aggression against Ukraine, which constitutes a manifest violation of the Charter of the United Nations, and reaffirmed its continued support for Ukraine’s independence, sovereignty and territorial integrity within its internationally recognised borders. The European Council stated that efforts to further limit Russia’s ability to wage war must continue. It also expressed the Union’s readiness to step up pressure on Russia, including by adopting further sanctions. ---|--- (3) | In view of the gravity of the situation, it is appropriate to adopt further restrictive measures. ---|--- (4) | In particular, the Council considers that 17 persons and 58 entities responsible for actions undermining or threatening the territorial integrity, sovereignty and independence of Ukraine should be added to the list of natural and legal persons, entities and bodies subject to restrictive measures set out in Annex I to Regulation (EU) No 269/2014. ---|--- (5) | Regulation (EU) No 269/2014 should therefore be amended accordingly, ---|--- HAS ADOPTED THIS REGULATION: Article 1 Annex I to Regulation (EU) No 269/2014 is amended in accordance with the Annex to this Regulation. Article 2 This Regulation shall enter into force on the date of its publication in the Official Journal of the European Union. Since 2024, it has developed two specific UAV models, named “Kasatka” and “Tribunal”, both of which have military application and have been used in Russia’s war of aggression against Ukraine. Since the annexation of Crimea, the museum has actively undermined Ukrainian cultural heritage by promoting pro-Russian narratives regarding the cultural significance of the artefacts and excavation sites it administers. Following Russia’s full-scale invasion of Ukraine, the museum has used its platform to promote the invasion and the actors perpetrating it, including organising deliveries of supplies to the frontlines. Based in Zhukovsky in the Moscow Oblast, which is the centre of Russian aviation research, LLC “Center for Integrated Unmanned Solutions” develops and produces unmanned aerial vehicles (UAVs) which are provided to the Russian Armed Forces and used in Russia’s war of aggression against Ukraine. Therefore, Dmitry Kuzyakin is supporting materially actions or policies which undermine or threaten the territorial integrity, sovereignty and independence of Ukraine, or stability or security in Ukraine. Its students and staff send equipment (such as backpacks, bulletproof vests, tactical first aid kits and stretchers) to soldiers. At the experimental lab of the Institute, sapper equipment and stoves for soldiers have been produced and then shipped to soldiers at the frontlines. The company also produces various modifications of the RPK 74 machine gun and the ASG-17 automatic grenade launcher, which are used in Russia’s war of aggression against Ukraine. LLC “Molot-Oruzhie” is owned by LLC “NORTEX”, which is in turn owned by Ravil Nurgaleev. Therefore, Ravil Nurgaleev is not only the General Director of LLC “Molot-Oruzhie”, but also its beneficial owner. Moreover, as a deputy of the legislative assembly of the Kirov region, a member of the political party “United Russia” and a member of the Board of Trustees of the “Za Vyatka Charitable Foundation”, Ravil Nurgaleev is supporting materially the Government of the Russian Federation.
