This regulation amends EU aviation security rules, including screening, cargo/mail handling, passenger notices, and some exemptions. The checklist requires RA3 and ACC3 entities to screen, protect, document, and track EU/EEA-bound air cargo and mail, including high-risk cargo, and to keep trained staff and procedures in place. A KC3 must protect EU/EEA-bound cargo or mail after security controls are applied, and its accompanying documentation must include at least the authority identifier and the consignment content. The text requires all LEDS equipment to meet standard 2 and requires EDDs used to detect explosive materials to have means for unique identification.
