Article 2 The President of the Council shall designate the person(s) empowered to proceed, on behalf of the Union, to make the notification provided for in the Agreement and in paragraph 2 of Article 26 of the Protocol, in order to express the consent of the Union to be bound by the Agreement and the Protocol (3).
